During October 16 to 17, China Merchants Group Li Jianhong met in Mexico City with Pedro Joaquin Coldwell, Chairman of PEMEX, and Emilio Lozoya Austin, Former CEO of PEMEX, exchanging ideas about investment in Mexico.

On June 2013, PRC President Xi Jinping and Mexico President Enrique Peña Nieto witnessed the Statement by Government of the People's Republic of China & Government of the Mexico. The statement aims to launch SPF Capital. CMG has actively promoted the establishment of SPF Capital, but obstacles hindered the process. In order to boost the cooperation set by two countries' presidents, Li Jianhong with CMG delegation paid a field visit to Mexico.

Li Jianhong said that the downward economy brought difficulties to SPF Capital, but also valuable opportunities. CMG would play a bigger role in raising funds with robust capability. Li also suggested that the investing project could extend to energies, resources, infrastructure and related industries.

Pedro Joaquin Coldwell agreed and added that the reform of Mexico created the opportunities for energy and resources part. Under the joint effort , SPF Capital could successfully raise funds and boost the economic advancement. Emilio Lozoya Austin introduced industrial projects to Li, covering toll road, minerals and fertilizers.
